[Autofill] Rewrite all but one FormData data member to member functions This CL applies the rewriter from crrev.com/c/5422009 to convert all but one public data members FormData::foo into private members with a public member functions FormFieldData::foo() and FormFieldData::set_foo(). The only member that is not rewritten here is FormData::fields because it has a lot of references that need special treatment. This CL is part of a larger rewrite to turn Form[Field]Data into classes. NO_IFTTT=Refactoring of FormData. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
