What happened?

Query options Label filters not working.
Whatever what the "Label filters" is, the query result is always same values.
For example, Filter with an impossible value but still return all data
Label filter with {app=~"this-should-be-return-nothing"} , then Run query

What did you expect to happen?

apply the Label filter

Did this work before?

I use grafana 9.x before， It is okay

How do we reproduce it?

1.run grafana:v12.0.1 and prometheus:v2.9.2
2.create dashboard variables, variables type: Query, datasource: promethues, Label and values
3.add some label filter

Is the bug inside a dashboard panel?
