What happened?
When changing a variable used in the annotations query, nothing happens. The same annotations from before the change are still visible.

What did you expect to happen?
When a variable used in an annotations query is changed, the annotations query should be re-run and the visible annotations updated immediately. It should not be necessary to disable and enable annotations, refresh the dashboard, or reload the page, to see changes to displayed annotations.
Did this work before?
Tested working: Grafana 8.5.2
How do we reproduce it?
- Create a variable
- Create an Annotation query which filters annotations by this variable's values.
- Save the dashboard with default variables
- Load the dashboard and observe annotations being visible.
- Change the variable and observe the annotations not changing.
Is the bug inside a dashboard panel?
