Proposal: Saving flow to replace "starring"

User can click save, add name, description and choose some options (absolute vs relative time, saving panel vs history)

• Users assumed that starred / bookmarked items would be under "starred dashboards" in the nav menu
• This is a bigger discussion around bookmarks as a whole throughout Grafana
• Where is a permanent home for everything saved?
