Feature description

Attempting to use the new Cognito API GetTokensFromRefreshToken and received the following error:

The API action 'GetTokensFromRefreshToken' for service 'cognito-idp' is either not available in your current license plan or has not yet been emulated by LocalStack. Please refer to https://docs.localstack.cloud/references/coverage/coverage_cognito-idp for more information.

After checking the Localstack documentation it does not look that this is supported in any tier.
