Black screen after awaken (re-activate for #249195) #250869

This is to re-activiate issue #249195, which was incorrected duped and closed.
The issue duplicated to was for unable to open VS code in WSL mode. But the issue reported here is different. In this case, the VS code program was always opened, there was just no content after the machine is awaken. It's still reproing on the current build.
