MCP model access is not synced #253508

Testing #253091
On machine 1
- Navigate to MCP server list in Extension View
- Click on the gear icon on the mcp server
- Pick Configure Model Access, update
On machine 2
- Sync settings first
- Navigate to MCP server list in Extension View
- Click on the gear icon on the mcp server
- Pick Configure Model Access
- The model access list is not sync'ed
