Sanity tests are broken in vscode-copilot-chat

Presumably this's the commit that broke the tests - 8337ca6

We disabled sanity tests for now in https://github.com/microsoft/vscode-copilot-chat/pull/314, because otherwise panel chat was broken for insiders users
