Management of installed/enabled extensions on a per-workspace or per-usage basis #257062

Description

@just-ero

I imagine many such proposals have been made, but I'm often not quite satisfied with how extensions are handled on a per-workspace basis.

Mainly, I would like to be able to install (explicitly) all recommended extensions at once, or automatically enable them when they're already installed, but disabled.

In addition to this, a way to create custom, user-based "collections" of extensions would be useful. Let's say I want to work with C#: I want not only the primary C# extensions enabled, I also want MSBuild-related extensions, XML-related extensions, ResX-related extensions, etc. enabled. A way to create a custom "C# Extensions" collection locally would be awesome for this.
