Does this issue occur when all extensions are disabled?: Yes

• OS Version: OSX

Steps to Reproduce:

1. open a hover tooltip.
2. CMD+SHIFT+4.
3. on SHIFT, the tooltip disappears

Steps to workaround!

I am creating this because I've figured out a workaround and I wanted to let people know who find the original issue.

1. open a hover tooltip
2. move the cursor onto the body of the tooltip
3. alt-tab out of VSCode making sure the cursor lands on another application's UI.
4. drag that application out of the way, making sure it retains focus
5. take the screenshot with CMD+SHIFT+4
