Does this issue occur when all extensions are disabled?: Yes/No

• VS Code Version: 1.102.2
• OS Version: mac os

Steps to Reproduce:

1. Set settings editor.cursorSurroundingLines to 0, or 1
2. Editor always keep scrolling 5 lines, which I do not needed, I want behaviour other editors have, when I can scroll to bottom, or at least 1 line, but not the 5.

Could you please help me with this, I see the same behaviour on online vscode in chrome and firefox (https://vscode.dev)
