• VS Code Version: 1.102.2 (system setup)
• OS Version: Windows 10 (22H2 19045.6093)

Steps to Reproduce:

In the Windows 10 system(22H2 19045.6093), if the compatibility mode of "Microsoft Input Method" is enabled, the Chinese input method cannot pop up in VSCODE (system setup), and thus Chinese cannot be input.
