This PR adds a new markdown file bug-fix.md inside packages/react-devtools-extensions/ that addresses a common installation/build issue faced when running yarn install inside the sub-package instead of the root of the monorepo.

The document outlines:

  • The root cause (Yarn Workspaces and hoisting)
  • How to reproduce the error
  • Steps to fix it correctly

This complements the existing README with troubleshooting advice for contributors and new developers.
