In sdk-platform-java branch for LTS 4

generation/
  generate.sh <Bazel package>
  googleapis_commit (this is for proto files and BUILD files, [example](https://github.com/googleapis/googleapis/blob/master/google/monitoring/v3/BUILD.bazel))
  WORKSPACE
  (Other workspace related bzl file?)

in java-bigtable branch for LTS 4:

generation/
sdk-platform-java_branch
generate.sh (that calls sdk-platform-java's generation script)
