Overview:

This PR primarily upgrades all deployment with a few canary exceptions to the cardano-node new tracing system. It provides alert, dashboard and nix module upgrades for compatibility with the new tracing system. This PR includes improvements from cardano-parts release v2025-08-05.

Details:

• Bumps to cardano-parts v2025-08-05 for cardano-node new tracing system support
• Deploys all machines with a few canary exceptions to the new cardano-node tracing system
• Adds a high connection modifier for preview and preprod relays to support high load during large stake delegation periods
• Adds a script to propose a governance action which removes expired constitutional committee members
• Adds new governance action vote history and metadata
• Updates the playground constitutional committee voting script for some bash improvements
• Updates the bash-fn script, custom recipe and governance recipe scripts to fix breaking changes introduced in cardano-cli 10.11.0.0
