This PR adds @himanshugarg and the repo for the hi translations after having tried to contact the last contributor. The previous translation has the about page translated.

You also need to sign the CLA. I think, that since we can not transfer the repo we might as well complete all of the steps from the devguide (see here for the new page on coordination), that is (re-)announcing it, joining communication channels and setting up the repo.

If you want to use Transifex, I once again recommend the sample workflows that I linked in the email. Your current set up is for a PR based translation process.

Thanks Stan. Do I also need to change XX to hi-IN in the build workflow? Right now it fails

Thanks. That worked!

I also had to exclude README.rst to get rid of the not present in toctree warning.

Will try and troubleshoot these errors that show even after disabling the -W flag.

Given that @CuriousLearner is still active, I think we should close this PR, unless both of you want to be coordinators?

We would also be able to move the repo to the @python org if you want, @CuriousLearner. Let me know if you'd want to do so.
